Project HSE Review

The purpose of a Project Health, Safety & Environmental Review (PHSER) is to ensure that during various project stages Health, Safety and Environmental issues have been identified, considered and either closed out as part of the design process, or taken forward as a recommendation to the next stage of the project lifecycle.

PHSERs are an essential element of a Project’s HSE plan. This procedure defines the framework for project HSE review.

It is of paramount importance that the PHSER requirements are included in the planning of all projects having an HSE impact at an early stage of the project development and that the PHSER programme developed is adhered to as part of the Project HSE Plan and Project Execution Strategy.

The PHSER report, as a minimum, provides the Project Team with the following information:

  • List of related HSE issues, responses to issues, recommendations and resolution of issues and required actions, together with a close out tracking requirement; close out of identified issues, and concerns to assist in progression into Detailed Design
  • Areas of address for interaction or incorporation with other studies, design clarifications, etc for the Detailed Design and EPC work packages
  • Input to the Hazard and Effects Registers for the project
  • Assurance that HSE matters are integral in the design process

This document will provide the Design Contractor with the following information:

  • Demonstration of the HSE importance and areas that are to be followed during the various project stages
  • Specific requirements for HSE issues in the Hazards and Effects process to be incorporated in Detailed Design to ensure design integrity
  • Potential submission requirements by the contractor to support the PHSER process.

This document provides COMPANY HSE with the following information:

  • Baseline risk for the project that can be tracked through the change process and closed out and managed by the PHSER process
  • Integration of disciplines within the Project Team that has allowed discussion, exchange of information and collective discussion around issues, actions and resolutions
