Performance Standards

The Performance Standard is a statement of the performance required of a system, item of equipment or computer program, expressed in qualitative or quantitative terms, which is used as the basis for integrity assurance throughout the asset lifecycle.

As a part of the Performance Standard, it is normal practice to include a high-level, outline written scheme of examination (WSE), which defines the verification tasks required to provide assurance that the asset performance will be within acceptable limits for each clause of the performance standard.  These tasks are a mixture of one-off tasks, eg fabrication QA/QC, design specification, etc., and on-going tasks, eg inspection, preventive maintenance, etc.  The performance standard will identify the stage in the asset lifecycle at which these tasks should be completed (design, procurement, operation, etc).  It should be noted that the outline WSE included in the Performance Standard is not intended to be a detailed scope of inspection; the detailed scope of inspection should be determined on the basis of the appropriate RBI studies and corrosion risk assessments.

Our approach to the definition of HSECES and development of the associated Performance Standards is to use group opinion workshops, chaired by PetroRisk, but drawing on the experience and knowledge of the design and operation teams.

Following preliminary identification of HSECES from a review of the HAZID/ HAZOP studies and the plant P&IDs and project definition reports (PDR), the workshops will serve to validate the initial ranking and categorisation as HSECES, and to identify the key parameters to be included in the performance standards and their associated verification tasks.  Each asset will be discussed in turn and a qualitative assessment of its likelihood and consequence assessed based on a structured questionnaire approach developed by PetroRisk for its Vampire integrity management software.  This two tier process will ensure that ALL HSECES are identified and the necessary Performance Standards produced in accordance with the requirements of COMPANY
